Three years ago,
the court decided that the retired general should be treated as a criminal
after they examined the filed cases against him. They found out that it has a
probable cause. So, he must be a subject of man-hunt operation. Palparan is
charged with two counts of kidnapping and seriously illegal detention of two UP
students named Sheryl Cadapan and Karen Empeno.
Palparan
became an AFP Chief during the regime of former President Gloria Macapagal
Arroyo, now a representative of Lubao, Pampanga. During his term (2001-2006),
he was applauded by the former president because of his good leadership. He
became very active in his campaign against the leftist groups. He was allegdely
ordered to kill and abducted many leftist and activists. That’s why he was
portrayed as the executioner or ‘berdugo’ in tagalog word. After he retired
from service, he ran in politics and won as a representative of Bantay
party-list, an organization against New People’s Army.
For
the activists and with their allies, even they are happy to Palparan’s
captivity. They are not contented, they want Palparan to pay all of his debts.
They are asking the court that they should treat him as an ordinary prisoner.
No special treatment for the retired general. The authorities give their
assurance that they will not let it to happen. They said that their
organization are very professional. They already extended their effort to find
him; they are also seeking for justice for the allegedly victims of the former
general.
