President
Benigno S. Aquino tackled the major accomplisments of his administration during
his State of the Nation Address (SONA) last July 28. Aside from that, he also
elaborated some of their plans like infrastracture project. One of it is they
are planning to build Laguna Lakeshore Expressway Dike. It will start in the
coastal area of Laguna de Bay up to Taguig in Metro Manila. This is a very big
project, the government estimated cost for this project is about 36.7 billion
pesos. P-Noy said that they made an agreement with the Public Private
Partnership or PPP to implement this project.
But
the residences along Laguna de Bay doesn’t agree with this plan of the
government. Because they would be affected, fishing is the only source of their
income. How they can survive if they lost their job? Unless the government will
give them a permanent livelihood. But only now, the government did not
negotiate with them. So, they will know what’s their plan to the affected
residences. They already heard about this plan in previous years and until now
nothing has been started. Even there is no assurance that the project could progress,
they are still worried about their future. But the government confirmed that
they will construct in 2015 and it may end in 2021.
P-Noy
believed that the Laguna Lakeshore Expressway is a long term solution to the
flooding in Laguna and Southern Luzon. Even the water from Laguna de Bay could
overflow, there will be no problem because of the mega dike and the good this
it is a dual purpose. Motorist can pass by at the expressway. They hope that
the next president will continue this big project for the benefits of the
people.
But
for other people, to build a huge dike is not a long term solution. What they
have to do is to implement a concrete flood control program. They should solve
first the flooding over Metro Manila before they build a huge dike. Maybe the
intention of the president is really good, but it is too much expensive and too
long to do it. How many typhoon would come before they completed it?
